Singapore and ICAO signed MOU during SAA`s forum

More than 80 chief executives from civil aviation authorities, airports and air navigation service providers from over 50 countries and nine international and regional organisations are gathered in Singapore to attend the second triennial World Civil Aviation Chief Executives Forum (WCACEF) organised by the Singapore Aviation Academy (SAA) from 11 to 12 December 2006.

The Forum was opened by Mr Raymond Lim, Minister for Transport and Second Minister for Foreign Affairs. During the opening ceremony, Minister Lim and Mr Roberto Kobeh, President of the Council of the International Civil Aviation Organization (ICAO), also signed a Memorandum of Understanding (MOU) to provide 150 training fellowships to developing ICAO member States over three years.

The exclusive Forum, aptly themed ‘Gearing for Growth: Opportunities and Challenges’, was first organised in 2003. The Forum offers industry leaders with a unique platform for a frank exchange of views, sharing of best practices and formulation of strategies to deal with the fast-growing aviation industry. The Forum will cover issues such as opportunities and challenges as the industry gears itself for continuing growth, safety and security and developing capacity.

More than 20 international experts addressed a wide range of topics at the Forum. Mr Kobeh delivered the Keynote Address focusing on the Forum’s theme while His Excellency Yang Guoqing, Vice-Minister of the General Administration of Civil Aviation of China spoke on ‘Outlook of Civil Aviation in China for the Next 5 Years’.

The Forum attendees also witnessed the signing of a MOU which reaffirms Singapore’s commitment towards human resource development through continuous training of aviation personnel. The MOU establishes a Developing Country Training Programme comprising 150 fellowships sponsored under the Singapore Cooperation Programme managed by Singapore’s Ministry of Foreign Affairs. The fellowships will be given out from 2007 to 2009 for specialised aviation courses conducted by SAA. This is the third time that Singapore and ICAO have signed such an MOU. The first MOU provided for 100 fellowships from 2001 to 2003 while the second MOU offered 120 fellowships from 2004 to 2006.

Speaking at WCACEF’s opening ceremony, Minister Lim said, “Singapore recognises the importance of human resource development in civil aviation. Through the Singapore Aviation Academy, we have trained over 38,000 participants from 190 countries.”

Minister Lim continued, “The Singapore Government has been providing training fellowships under the ICAO-Singapore Developing Country Training Programme since 2001. So far, more than 220 fellowships have been awarded to 65 ICAO member States to attend specialised courses at the Singapore Aviation Academy. Arising from the overwhelming response to the fellowships, I am pleased to announce that Singapore will extend the programme for another three years from 2007 to 2009 and increase the number of fellowships from 120 to 150.”
